Inslee wants lawmakers to raise taxes to pay for roads this year.
Efforts have stalled in the conservative-controlled Senate.
Inslee warns without the money, there will be reductions in ferry service and transit options.
The governor supports a $10 billion deal that relies on a 10 cent a gallon gas tax increase.
