A $14,000 penalty was imposed against the livestock operator, who was found to be in violation of the Clean Samish Initiative, whose goal is to reduce fecal coliform pollution in the Samish Watershed.
The ecology department says the cattle operator allowed rainwater to flush manure into tributaries which empty into the Samish River or go to Samish Bay, but mitigation efforts by the livestock operator have led to the penalty being reduced by $1,000.
