The council approved the rules with a five to one vote after a public hearing last night. Council member Ken Mann was opposed.
The new rules allow wind energy systems capable of producing more than 50 kilowatts of power only in the heavy-impact industrial areas near the refineries at Cherry Point.
The total height of wind energy systems can't be taller than 500 feet under the new rules.
The council back in may put a temporary halt on accepting new applications for big wind energy projects until the new rules could be approved.
