Harris-Moore pleaded guilty in 2011 as part of a deal with prosecutors to resolve charges against him in three Washington counties and was given a seven-year sentence.
However, Skagit County Prosecutor Rich Weyrich refused to participate in the plea deal, saying he wanted Harris-Moore to answer for the 2010 theft of a plane in that county and flying it to Orcas Island.
Harris-Moore's attorney, John Henry Browne says he expects the Skagit County theft charge to be dismissed because his client already pleaded guilty in 2011 to the plane theft, and San Juan County was part of the original plea deal.
