Vermont Gov. Jim Douglas will join with representatives of New York state and the U.S. Environmental Protection Agency to sign an updated work plan aimed at reducing the pollution of Lake Champlain. The plan includes looking at farming practices that lead to phosphorous runoff into the lake.
